My point about both graphics AND frames rely on the phrase "a good
designer." Web design isn't brain surgery, but there are some simple
things to be concious of when you're putting together a site. A good
designer watches out for those things and constructs them correctly into
his/her site.

My assumption/hope is that the person(s) putting together the new OTR
site knows what they're doing and will create an efficient site. I
wouldn't want anyone "without the resources" doing a website for me,
anymore than I'd want someone fixing my car not to have a wrench ;)

Again, a good designer will make sure that everything fits. A good
designer doesn't create a site for people with 21" monitors with
1024x768 resolution. Unfortunately, a good site needs to be "dumbed
down" to work for 800x600 res. (if not 640x480).

I agree that there are far more badly designed pages with frames than
good ones, but it's not the frames' fault, it's the designer's! I still
contend that a well put together site with frames is no better or worse
than one without.
