Yeah, I do this all the time.  You have to get a capture device, of which there
are many on the market, of varying quality.  I have a Haupauge Win TV PVR USB
device; you can also get them as PCI cards, rather than USB converters.  Simply
plug the VCR in one end, plug the USB cable in the computer on the other end,
and away you go.  My brother has had problems with the capture card using up
all his computer's memory (that was, I believe, the "Dazzle" capture device),
but I haven't had that problem with the Haupauge.  I've done my public physics
lectures, Das Boot (the six hour version), some plays I worked on in college,
the original pilot episode for Babylon 5, OtR concerts, all kinds of stuff.  My
brother made 20 CD-ROMs with 40 episodes of the Muppet Show.  ;-)

I find that the capture does adequately on the video, and the audio is pretty
wretched, so I usually strip off the audio with VirtualDub and run a noise
reduction on it with CoolEdit, and then merge it back in with the video with
TMPGEnc.  Then it's passable.  Sometimes I add subtitles with SubStationAlpha.
Most of this stuff is freeware, and if you want more information, you can learn
almost anything you might want to know at www.vcdhelp.com, one of the most
useful web sites I've ever run across.
