If I've read your description accurately I *think* it's called a cabaca.
A wooden handle, with a circular block on top that turns when you roll it in 
one part of your hand, can be made to rattle or click depending how hard you 
turn it?
If it *is* a cabaca, yup, it's a relative of the maracas.  =)
