Re: the accent mark (no OTR)
This works for me:
I have Win98 US on my PC.
In Start/Settings/Control Panel/Keyboard I have a language tab.
I selected this tab and next I have selected language English (United
States).
From the properties I selected the keyboard layout United
States-International.
Now, when I press first the ' (single quote) and next the e, I get é.
So, the key sequence ',e gives the é.
In the same way it works for
" (double quote): ",e gives me ë.
` (back quote) : `,e gives è.
^ (carot): ^,e gives ê
If I just want , say, a single quote I press ',<spacebar>.
