Your other 10 I had never even heard of except for the Eels- and as for
having heard any of it- nope.  But I trust your judgement...

Here are my top 10, plus 4 close ones...

1. Chroma Key "This is a Recording" - The best album you've never heard 
   of.  Well, the second best.  This one is just old demos released this 
   year, but Kevin Moore's CK debut in 1998 was the best album you've 
   never heard of...
2. Mourning Widows "Mourning Widows" - Nuno kicks my ass.  Plus he's the
   best one-man band that I've heard.  Actually, this CD came out in *very*
   late Dec '98... but I didn't get it until early January.  I paid, like,
   28,000 yen for it... :)
3. Caedmon's Call "40 Acres" - Yay!  They're working on a new one soon...
4. Vigilantes of Love "Audible Sigh" - My fav VoL, to date.  Slow Dark
   Train and Blister Soul come in close behind, though.  Bill rocks!!
5. Mr. Bungle "California" - The oddest music you can ever imagine (just 
   ask Melissa), yet somehow more accessible on this release.  I love it, 
   and Mike Patton's vocals shine.
6. Ben Folds Five "Unauth Biog of Reinhold Messner" - Not as "fun" as
   prior BFF stuff, but it's really good.  More emotional pieces... and
   there's always "Army"... hehehe... fun song.
7. Sevendust "Home" - Reminds me of a beefed up Living Colour (remember
   them, anyone?)
8. Monk "Blink" - While his studio CDs are fab, they don't really capture
   his live side.  This is a great CD... "Tattoo" is a personal fave.
9. Dream Theater "Metropolis 2: Scenes from a Memory" - 77+ minutes for
   an epic that continues the story started back in 1992 with Part 1.
   These guys floor me, musically.  Now only if they could find a lead
   singer that wasn't such a bloody wanker...
10. Tori Amos "To Venus and Back" - Yes, Bruce, I liked this CD.  A lot.
   Maybe I'm a bit obsessed, though... Tori rules the top shelf on my CD
   rack.  Plus a whole wall in my room... "Hi my name is Dan, and I'm a
   Toriholic."

Close:
A. OtR "Amateur Shortwave Radio" - Moth is reason enough.
B. Cranberries "Bury the Hatchet" - Dolores is hypnotic.
C. Ozric Tentacles "Waterfall Cities" - Most of their stuff runs together
   for me, but it's fun nonetheless.
D. Drain STH "Freaks of Nature" - 4 Swedish babes playing metal.  :)

I couldn't think of many... I'm not much of a radio fan.  Probably my favs
would consist of many songs on albums listed above.  "Moth" is probably my
fav song of 1999, though.
