Absolutely.  Because God is the creator and everyone is created in His
image and for His glory (please excuse the Sunday School lesson),
everyone is capable of creating and knowing beauty and love whether they
know or acknowledge God or not.  However, the greatest knowledge comes
when it is placed in the context of God's love and beauty.
