and so i pop in again, randomly, to add my two-cents...

all this useless beauty is quite possibly costello's best album. i enjoy everything of his that i've heard to date and i'd be willing to bet i've heard most if not all of it.
suggestions for other costello stuff (aside from useless beauty) are so hard to give because there is so much good stuff and it's all so varried. the best idea is probably to get the best of two disc set and see what you like off of that, then get those albums. if the "punky stuff" isn't really your thing, you might want to try juliet letters or even the new album he did with anne sophie von otter ("for the stars," i believe is the title). they're definitely not punky.
also, there are re-issues of most of his cds coming out (some of them are out already) all which contain demos and accoustic versions of songs not on the original albums and stuff like that...so if you're looking to buy, those are the versions to get.
