In the key of D, the C doesn't occur naturally at all.

A minor 7th is this:

Note X with X+3 with X+7 with X+10
where X is any note and the numbers are half notes.
Example:  Cm7 is:
C Eb G Bb

It's easy to visualize it looking at a piano.

The C# occurs in the D key and if you played a chord using D key notes, it 
would be C# diminished...  Hopefully this is not awfully confusing.
