In Canada, the government actually taxes the sales of blank tapes and
CD-Rs with the intention of giving the money to the industry. So you
could almost argue that, since we're paying for the privilege of pirating
music (whether that is what we do with the blank media or not), we might
as well actually do it! FWIW, this caused a huge controversy among
churches and charities that claimed the levy would make it too expensive
for them to make tapes of their pastors' sermons, etc. I don't think
independent musicians were particularly happy about the tax, either.
