Doesn't that have almost everything to do with the part of the brain that 
controls language? I've read that if a child is raised without language 
(neglect, abuse, impairment, etc), that part of the brain doesn't 
develop, and after, say, the age of five, it's too late.

I remember the children abandoned in Romanian orphanages suffered what 
can only be classed as permanent brain damage simply because they were 
never held, talked to, or in any way interacted with.

Shudder.
